This isn't valid in the profile as you say.  Application is a dialplan specific 

and
<action application="set" data="bridge_generate_comfort_noise=true"/> in dialplan
and
{bridge_generate_comfort_noise=true} in the bridge everything is ok

You could set it as a global in vars.xml
