Calls aren't billed when the phone is ringing, only id/when call is answered.

Hi All,
when i'm calling from one user to another freeswitch user mod works
fine, but when i'm calling to external number (through gateway) billing
doesn't work:

7604504 - call is not in answered state
I don't understand what this message means.
