I think you have an error in the format used.

Example for MySQL:

<param name="core-db-dsn" value="odbc://DRIVER=mysql;SERVER=a.b.c.d;UID=username;PWD=secretpassword;DATABASE=freeswitch;OPTION=67108864">

Most likely the "value" for your odbc-dsn has to follow that format...
