Flowroute is a good T.38 carrier, see http://flowroute.com
There are several people who do lots of faxing with FreeSWITCH. The most critical piece, IMHO, is a carrier that actually knows how to deliver faxes properly. I'm sure others here can chime in with their experiences.-MC
