Brian,
Thanks. So, under Windows, do the XML files have to live locally within the installation. That is, within the Program Files directory?

What is the best practice for storing the XML files within Windows?

Well you could create a network share possibly and sync the files in every so often or implement everything you need in xml_curl driving it via a database.
