I was on speaker and it did send twice I am sure, the GXP2200 keypad is not "the best" but it is what it is.

Is there a Freeswitch setting that could determine or simulate a guard time / de-bounce filter?

Chances are the phone is actually sending two, are you dialing on speaker phone by chance?  If so don't.  See if the problem goes away.
