I'm not entirely sure that I understand your question, so I am going to ask a few questions to clarify.
Are you looking to have analog telephones receive incoming calls, like in a call center? Is that why the user of the analog phone would need to log in and log out?

I would recommend checkout out mod_xml_curl for the dynamic dialplan.
