I do use fqdns for most of them, and I did see that they were all down
due to unsuccessful pings, and yet when I pinged them manually, those
pings were successful. This is what I do not understand -- and why
several of them.

It can be because they don't reply to SIP OPTIONS (ping), it can be
because they reply in such a way that they are assumed to be down.
By any chance, do you use FQDNs for all your gateways ?
If yes, check if you have any DNS issue.
