AFAIK the Sofia stack creates the UA including binding to the ip:port in single call, so FreeSWITCH doesn't see which part failed. The reasons listed are simply the most common.

Try running these via fs_ctl
sofia loglevel all 9
sofia profile internal start

That'll give you internal logging of the sofia stack that may show the real error (very verbose so don't leave it on in production)

It turns out, I left the wss.pem file out of reach (I messed up the permissions) as I am using WSS too. The error was the same as yours which led me to believe it was a socket binding issue.

All required ports are opened. 
Freeswitch git installation v.1.2.18 

Strange that I have never faced the same issue with my previous FS installations on EC2.
