Currently, I faced the issue of getting NORMAL_TEMPORARY_FAILURE when FreeSWITCH is originating outbound calls to the PSTN via Dinstar GSM gateway device.
check what number you are sending the call to
probably freeswitch thinks is an internal extension, or such
be sure to have a dialplan extension that sends the number outbound to the gateway
