you should consider asterisk or yate (which is better than asterisk) for that kind of job. 

you can always transfer via SIP to any freeswitch node.

But now when we are planning to deploy Freeswitch+Sangoma in SS7 environment, we discovered that there is hefty NSG license cost involved from Sangoma (apart from E1 HW cost).

Also, looks like Astrisk has libss7 library to make Sangoma Cards work in SS7 without NSG license.
