Same happens when only using a single '-l mod_com_g729' arg.

Also does anyone know a way to run this without having to be root?

Strace shows the reason is it tries to open the /etc/freeswitch configs and write them to /var/log/freeswitch/freeswitch.xml.fsxml (which needs the freeswitch or root user).

You can only use the -l switch once.  Just separate the modules you want to load with commas:
