I've had nothing but good tests with t38faxing.com but I was mostly doing passthru with an SPA3102,  

For flowroute you may need to set sip_require_timer=false on some destinations.

I have bad experience with T38faxing too, used  gafachi and found them ok  for T.38 faxing
