if you do sofia status, does it show that you have a internal profile named whatever, bound to 172.16.110.6 port 5080 (or else).
Then, in conf/sip_profiles/, do you have a whatever.xml file, which includes whatever/*.xml ?
And in whatever/, is there a XML file defining your gateway GW with IP 10.71.3.100:5060 , that you use in your dialplan with something link:
bridge sofia/gateway/GW/22222222

I am pretty sure something is wrong in your configuration, like your GW.xml is in the wrong subdirectory (in external/ perhaps ?).
