I found this thread from 2013 that identified the issue as the sip-force-contact parameter.

I removed the NDLB parameter and I get back "Hello, you said:" but the ${body} part is not coming through.

Any ideas?

I'd say start simple, do:
 

then send a message and make sure you receive it back.

Try in the chat dialplan, I can’t remember where it is. Checkout mod_sms
