See Jira FS-5118 for Tel URI stuff. This is the way it's done right now:
<action application="export" data="nolocal:sip_invite_tel_params=<my_fancy_tel_uri_params>"/>

As for SIP INFO, I would set DTMF to RFC2833 in the SIP profile or in your gateways
