It's an internal safeguard to make sure FS is able to reliably create threads.<div><br></div><div>Somewhere there is a hardware or <a href="https://freeswitch.org/confluence/display/FREESWITCH/Performance+Testing+and+Configurations#PerformanceTestingandConfigurations-RecommendedULIMITsettings">os setting limitation</a> (or both) that is preventing FS from creating threads.
