the person is using VoIP with a faked cli is normally in most countries
when actual ppl call numbers, the destination party see cli starting with 0
followed by area code or mobile code but when ppl use VoIP, most carriers
prefix the cli with a + by default so no idea if this is the case there but
if I see a local cli starting with + followed by country code etc then I
know it's a VoIP spammer call.</p>
