Is there any other reason to log an error and to raise an alarm than to
warn against potentially high costs?

In my test configuration I am able to make inbound and outbound calls -
everything works as it should. But I get periodically (10 minutes) this
log entries:

2013-06-03 22:15:13.202167 [ERR] gsmopen_protocol.cpp:1027 rev
|+CREG: 1,5| CELLPHONE is registered to a ROAMING network
ALARM on interface gsm01:

Apparently the technical solution of my provider is something like
'domestic roaming'.
