<p>The passive approach is always better to marketing people. They are generally afraid of torturing a possible cuatomer too much. The data comparison is an amazing guess given the data you have. I wouldn&#39;t do any lookups if there&#39;s a mismatch, but jump to phone verification right away.</p>
