You should be able to do this in the dialplan. Without more information I can't direct you any further, other than to say you can have the dialplan play a busy tone instead of playing "goodbye":<div><br></div>

I have some customers trying to utilize automatic redial feature with<br>
their pots lines. But when the analog phone listens for a "Goodbye"<br>
message instead of busy tone it can't determine that the line is busy and<br>
automatic redial fails.<br>

So the question is whether there is a way to disable or skip playback of a<br>
"GoodBye" message for a particular user or change "Goodbye" message for<br>
"User Busy".<br>
