In the tests I have does it does not seem to be.
This is a problem in Australia, as we have managed to have our busy tone
425Hz, 375ms on 375ms off, also in our dial tone 400+425+450.
So when I go to dial a call, I often get the Zap channel hanging up
again as it thinks the line is busy.
