[Freeswitch-users] why FS respons BYE to Transferor afer REFER

RFC 5589 says:
"Note that a
   successful REFER transaction does not terminate the session between
   the Transferor and the Transferee"

REFER is successful. Why FS sends BYE to Transferor
Any advice are welcome.
