Yes and no.  Mod_SMS is a module that facilitates SIP SIMPLE MESSAGING.
Simply creating a chatplan as described in the documentation will provide a
mechanism to send and receive messages between registered devices/agents.
To receive and send messages outside of Freeswitch to and from external
entities such as VoipInn, you'll need to create your own apps that
interface with the FreeSWITCH ESL (generally for incoming) and your own
routing mechanism to send outbound SMS messages to VoipInn.
