For interop between all Android devices and iOS devices, I’m pretty sure
you need both VP8 and H264 enabled for available codecs.

Chrome doesn’t support H264 on all Android devices yet, there’s an open
issue to add software H264 encoding in the case where the Android hardware
doesn’t have hardware encoding:
