Do you have this line in autoload_configs/modules.conf.xml:
<load module="mod_dialplan_xml"/>
And these in freeswitch.xml:
<section name="dialplan" description="Regex/XML Dialplan">
<X-PRE-PROCESS cmd="include" data="dialplan/*.xml"/>
</section>
With that it should load all your dialplans
