If freeswitch is properly installed, then yes, that means it's not running.
You can double-check by typing:
# ps ax | grep freeswitch
It seems the "restart" argument didn't work. Look in the log file for clues
as to why.
You typically don't need to restart freeswitch. If you are restarting
because you made a change to the configuration, usually a "reloadxml" will
do what you want without shutting everything down first.
