track-calls is for HA and should not be needed here.

I didn’t see you respond to the poster who inquired whether nat’ed clients are in the mix here?  That could definitely be your issue if so.  But you also (unless I missed it) haven’t posted any traces, so we can’t even see if the FS is trying to outdial and failing, or not trying because it is not finding the registration in the database for some reason.

They are registrering with the same "main" domain which is fs.my-domain.com <http://fs.my-domain.com/>.
