Hi there,
SIP userpart syntax is roughly similar to email; short answer is no. See <http://www.ietf.org/rfc/rfc3261.txt> -- syntax is in section 25.
You CAN use %40, but ->you'd<- need to convert that at the gateway if you want to strip that userpart off and use it as the onward URI (if that's what you have in mind).
Look for the 'escaped' syntax in RFC3261 section 25.
