Our reply including webrtc, ICE, etc is based on the offer.  replying to something that offers ice without any ice candidates is probably not going to work.  Are you getting an offer with those things and you want to reply without?  If so, i think there is not a way to do that, and I don't think it will work anyways.  If you are getting a request without those, there is nothing special you need to do to reply without them.
