A WiFi card set to "monitor mode" comes to mind...

A friend and I are experimenting with using a Raspberry Pi with a WiFi
dongle attached, sniffing for MAC addresses. AFAIK, the user would not need
to hook up to a specific network. So you end up having a solution that
doesn't require much user intervention for it to work. Uses less battery
life than bluetooth, and likely the user's WiFi is probably already
switched on (if they have a phone with that ability).

Something to think about... If you're interested in something like that,
