Try bulk911.com.   Their rates are reasonable, they have a soap api that is not to hard to work with, but you can probably just route your traffic to them, they also have  922 you can dial to verify your ani and address.  .72 per ani, no minimums. You can have mulitple sites registerd, but you will need static IPS.  They serve  USA and Canada.
