Thanks Chris and all.
This was enough information to direct me to google the right keywords. Of course the Cisco SPA5xx and SPA3xx phones do this out of the box! Just dial 800 – no phone switch of any kind required.

The simple solution is using Polycom SoundPoint IP phones running 4.x or higher firmware. Just use the built-in paging function, no single ip pbx involved for the paging function at all.
