Hi,
You can also use the failure_route in opensips to reroute the call to FS2 when you get the 404 answer from FS1. Have a look at: http://www.opensips.org/html/docs/modules/devel/tm.html#id295050
Alternatively, you can also forward the call to FS2 in FS1 dialplan: https://wiki.freeswitch.org/wiki/Dialplan_FollowMe#FollowMe_Dialplan_Example_2
