conf/vanilla/directory/default/default.xml:21:      <variable name="numbering_plan" value="$${default_country}"/>
conf/vanilla/vars.xml:222:  <X-PRE-PROCESS cmd="set" data="default_country=US"/>

Its used to set the numbering_plan variable which as far as I can tell is unused.
