SIP is the signalling, and RTP is the media stream.  For load-balancing 
of SIP calls to different servers, you're probably better served by 
OpenSIPS or a similar project (i.e. kamailio).  FreeSWITCH can readily 
interoperate with OpenSIPS and Kamailio.
