[Freeswitch-users] Configuration for outbound call using PSTN

Try 'sofia status'. Does it list the gateway?

I suspect the gateway isn't at the correct level in the XML. It should be within the <gateways> tag. Also did you restart/reload freeswitch after saving the changes?
