Daniel,
Bear in mind for mobile you're in an environment where you can have heavy
packet loss, latency and jitter. All three on their own can give severe
audio quality problems.
Do a packet capture of the media you're receiving and see if any of those
look to be the issue.
If bandwidth is an issue one thing you can try is increasing the ptime.
More time is in a packet so you lose more if a packet drops, but there's
also less overhead from the data layer/UDP/RTP headers.
