I'm pretty sure this is all covered on the mod_conference wiki page:

I believe you want this example:
confname++flags{endconf|moderator}
IIRC you can specify the exact PIN you want the moderator to use by putting
in:
confname+123456+flags{endconf|moderator}
Let us know how that goes.
