Play around with the burst size and queue size
here is my xml config
around 3-4 second delay from 16k freeswitch conference.
To small a buffer and the players disconnect
Im also running icecast on
same server.

<clients>100</clients>
<sources>10</sources>
<threadpool>5</threadpool>
<queue-size>524288</queue-size>
<client-timeout>30</client-timeout>
<header-timeout>15</header-timeout>
<source-timeout>10</source-timeout>
<burst-on-connect>1</burst-on-connect>
<!-- same as burst-on-connect, but this allows for being more
specific on how much to burst. Most people won't need to
change from the default 64k. Applies to all mountpoints -->
<burst-size>65535</burst-size>

You have to keep in mind that icecast itself has a fair bit of buffering
involved with it and theres not a lot you can do about that
