[Freeswitch-users] Generate 180/183 with SDP upon receipt of a 180 without SDP

Does this not do the trick?
http://wiki.freeswitch.org/wiki/Custom_Ring_Back_Tones

Plays ringing tones (implying early media) if the remote channel is
confirmed ringing and does not have early media. Unless I'm reading that
wrong.
