Seems like a bug in FS. Can you open a JIRA item for this?

As a work around, can try to call uuid_broadcast with playback application,
see if that works, e.g.

uuid_broadcast 336889f2-1868-11de-81a9-3f4acc8e505e
playback!user_busy::hello-kitty.wav both
