Ah, I mis-understood the requirement for the setting. The Wiki suggests both
server MUST have the same name in order for sessions to be resumed on the
standby, my boxes have different names to tell them apart but I set
switchname to the same value on both boxes because I though I had to.

I'll try setting the switchnames to different values and failover to see
what happens then.
