"408 Request timed out" - It means the OPTIONS ping didn't get a reply.

FS should stop sending to the gateway while the gateway is DOWN. I
think the bleg fails with NETWORK_OUT_OF_ORDER.

Does the gateway still show as DOWN? When the next OPTIONS is sent
it'd mark it as UP again and continue sending traffic, your gateway
might have come back up which is why FS can still send to it.
