In the extension that is destination for the skypopen interface, put
conditions to answer only if you like  the callerid name or the
callerid number (that are the skype display name and the skype userid
of the caller), or do the opposite (eg answer all and drop only what
you don't like).

If the answer is "how to use the Skype mechanism to block a caller
from calling you", at the moment you can't throuch skypopen. You can
do that via the graphic interface (ssh -X), but probably is not so
practical ;).
