I think you mean sample rate.

This is probably what you wanted in voicemail.conf.xml but aiff is fine too.
<param name="record-sample-rate" value="11025"/>


Also for what it's worth, I added a patch to the build process for
mod_shout to hack out ogg completely from existence so if you do this
from the build root:

rm -fr libs/libshout-2.2.2
git pull
make mod_shout-install

that should work on mac and anywhere ells without ogg/vorbis now
