Afaik you need to have the following installed (also the -devel packages):

For mod_opal:
ptlib version 2.8.1 (or 2.8.2)
opal  version 3.8.1 (or 3.8.2)

For mod_h323:
ptlib version 2.8.1 (or 2.8.2)
h323+ version cvs from 20100525
