Skyopen doesn't generate events for state changes itself.

Check for CHANNEL_ANSWER and CHANNEL_PROGRESS/CHANNEL_PROGRESS_MEDIA.

For spotting an idle skype interface, CHANNEL_CREATE and
CHANNEL_DESTROY might tell you that by telling you when the interface
is in use.

If you want to poll for the interface states you can use the sk list
api function via ESL, although there's unfortunately no 'as xml'
formatting at the moment so it'll be slightly trickier to parse.
