It was configured in such way. 

With this options all work best between addpac gateway and Linksys SPA901. But 
between two addpac gateways - not.

I think problem in SDP - second gateway return in reply G729/8000/3. Linksys 
SPA901 return G729/8000/1 and problem not appear.
