It sounds like possibly the module is not loaded?

add an entry to conf/autoload_configs/modules.conf.xml:
      <load module="mod_xml_ldap"/>

Also, make sure you have conf/autoload_configs/xml_ldap.conf.xml

If the query is not successful the mod will let you know.
